QUAIL RIDGE RESIDENTS’ ASSOCIATION

MINUTES OF ANNUAL GENERAL MEETING

Thursday September 15, 2026

Call Meeting to Order

Laura Peacock, President, called the meeting to order at 6:03 pm.  Quorum (17) was established with 28 eligible voting members in attendance.  In total, there were over 56 people at the event.

Laura thanked the City of Kelowna and it's Strong Neighbourhood Program for its continued financial support of the association. Laura also thanked Assistant Fire Chief Dennis Craig and the Fire Department for all the hard work they do supporting the FireSmart program in Quail Ridge.

1.0 Approval of Agenda

No changes were made to the agenda that was circulated prior to the meeting.

Motion: To approve the Agenda of the Quail Ridge Residents' Association AGM, dated Thursday, September 15, 2026, as circulated.  Carried.

2. AGM Business

2.1 Minutes of AGM dated September 1, 2025

Motion: To approve the Minutes of the Quail Ridge Residents' Association dated Monday, September 11, 2025 as circulated. .

2.2 Financial Statements

The Final September 30, 2025 Financial Statements as presented were accepted as the financial position as of September 30, 2025.

Motion: To approve the Treasurer’s Final Financial Statements as prepared by David Naples with total funds as of Sept 30, 2025 equaling $26,347.60 as circulated.  Carried.

The Interim July 31, 2026 Financial Statements as presented were accepted as the financial position as of July 31, 2025.

Motion: To approve the Treasurer’s Interim Financial Statements as prepared by David Naples and Laura Peacock with total funds as of July 31, 2025 equaling $29,444.25 as circulated.  Carried.

Laura noted that the large balance as of July 31st does not include some of the costs that will appear in the final financial statement as of September 30th, 2026. This would include the cost of this evening's Community Meet Up. As well, the balance is higher than budgeted on the City's grant application because many of the expenses, such as the fire/weather sensors from UBCO, the FireSmart chipping and the website upgrades were either gifted or grant funded.  Finally, Laura discussed the team's efforts to put in motion and pay for the suggestions from last summer's Community Wish List survey, none of which could be pursued. These included:

  • development of a community meeting place and improved recreations and sports offerings (including pickleball and tennis courts) - the City stated that these were not budgeted for nor included in the City's 10-year capital plan.

  • the purchase of banners for the banner stands on the roundabout at the base of the hill, the purchase and installation of a flagpole in the empty bed in the meridian and purchasing CCTV cameras to monitor traffic - all proposals were declined by the City as other projects were in the works and / or were simply not feasible.

  • purchase and installation of physical bulletin boards like we used to have around the community. This project was deemed not feasible given the location of many underground city services in the boulevards.

2.3 Slate of Directors for 2025/2026

Laura thanked everyone who volunteered this year for the 2026/27 QRRA Board.

Six QRRA members (Heather Baptie, Shaun East, Laura Peacock, Jackie Venter, Bruce Warren, Ralph Wegner) agreed to be Directors for 2026-2027.

Motion: To approve the Slate of Six (6) Directors as presented. Carried.

3.0 Open Session

The open session began with several different discussions around the state of the "grassed" area next to the sidewalk coming into the community as well as the various traffic challenges on our roads and Highway 97. It was reiterated that individual letters to the City via the service request portal (or the Province about Highway 97 issues) would get better attention than anything coming from the residents' association. Historically, in situations like this, QRRA is not recognized by the City as speaking for each and every member of the community. Burying the City's email and service request servers with requests garners better attention.

4.0 Motion to Adjourn the AGM

Motion: To Adjourn the AGM. Carried.

Adjournment.  The meeting adjourned at 6:42 pm.

5.0 Mayoral Presentations

A message from Tom Dyas was read and is included in the pdf of the AGM presentation. Ron Cannan spoke to the members until 7:13 PM.

6.0 Meet Up and Draw

Prior to the start of the Meet Up, 2 "Please Stop Quail Crossing” sign from QRRA.org were handed out to an interested member.  As well, a draw for a WASP Wildfire Kit was won by Alan Nichols!

The Meet Up was a fantastic success, so much so that members had to be told to relocate to Table 19 to allow the golf course to set up for the next day's events!

The Meet Up concluded at 8:30 PM.
